General information

The Public Services Monitoring System provides information that is essential for a comprehensive assessment of services provided at the local level. The base of this information are the resources of public statistics as well as data collected by the administration in registers, records, and distributed sources.

The purpose of SMUP is to optimize services provision for which public administration is responsible, based on integrated, high-quality data.

The indicators in the SMUP refer to four basic dimensions:

  • quantity,
  • quality,
  • availability,
  • financial efficiency.

The information scope of the SMUP includes the following service areas:

  1. Education;
  2. Local social policy;
  3. Culture and recreation;
  4. Roads and transport;
  5. Environmental protection;
  6. Real estate management;
  7. Investments and construction;
  8. Geodesy and cartography;
  9. Taxes and local fees;
  10. Local government finances.

The SMUP API enables automated download of the contents of the Public Services Monitoring System (data and metadata) into other IT systems.

The SMUP API has been developed for all individuals and institutions that require reliable knowledge about the public services provided and their quality in order to achieve economic or personal goals. In particular, the target groups of SMUP include:

  • entrepreneurs,
  • public administration,
  • society and expert organizations,
  • scientific and expert communities.
Registration

For security and performance reasons, the following request limits have been introduced:

  • An anonymous user (not logged in) can do to 5 requests per second, 100 requests per 15 minutes, 1,000 requests per 12 hours, 10,000 requests per 7 days.
  • A registered user can do to 10 requests per second, 500 requests per 15 minutes, 5,000 per 12 hours, 50,000 per 7 days.

An API key is required from a registered user.

Please enter the valid e-mail address, because the API client key will be sent to this address.
If you provide an incorrect e-mail address, you will not be able to use the generated key.

The client key must be entered on the API SMUP page. After clicking on the "Authorize" button, a window will open, where you should enter the obtained key in the "Value" field. The operation should be confirmed with the "Authorize" button.
